The
State of California
has stated its intent to promote the effective
integration of private postsecondary education into all
aspects of California’s higher educational system and to
foster and improve educational programs and services of
such private institutions while protecting students from
fraudulent or substandard operations. To promote these
goals, the State of California created the
Bureau for Private Postsecondary Vocational Education (BPPVE)
with the responsibility for approving and regulating
private postsecondary educational institutions.
In
1993, the California Council for Private Postsecondary
Vocational Education granted
Irvine
University institutional
licensing under the provisions of Section 94900 of the
California Education Code. Since then, the University has
continually been authorized and approved to grant academic
degrees in Business, Law, and Liberal Arts. Bureau Staff
have conducted qualitative reviews and assessments of the
University in governance and administration, curriculum,
instruction, faculty, qualifications, physical facilities,
administrative personnel, procedures for keeping educational
records, tuition, fee, and refund schedules, admission
standards, financial aid policies, scholastic regulations
and graduation requirements, ethical principles and
practices, library and other learning resources, student
activities and services.
Pending Legislation to replace the BPPVE with another
oversight
State agency is on the way
and expected in 2008. A copy of the enacted legislation
will be available on the Legislative Counsel’s Web site
at
www.leginfo.ca.gov.
In the interim IU has executed an agreement with the
State Department of Consumer Affairs to continue to be
governed under the expired agency’s guidelines pending
new legislation. State Institutional approval of IU
educational programs and degree granting authority has
not been affected by the pending legislative actions.
